Ontario’s list of Targeted Occupations

Canada’s Express Entry system fast tracks visa applications of applicants who have experience and qualification in certain fields. This happens when it is identified that professionals for those posts are not available in Canada but are desperately needed by that industry.

Ontario’S List Of Targeted Occupations

Recently Communications Technology (ICT) occupations were prioritized by the province of Ontario under a new initiative that began on 26 June.


Candidates with work experience in any of the following ICT occupations were eligible to receive a Notification of Interest (NOI, effectively an invitation to apply for a provincial nomination), even if they scored less than 400 points under the Comprehensive Ranking System (CRS). Normally, Ontario only invites candidates with 400 or more CRS points.

• Telecommunication Carriers Manager
• Computer and Information Systems Managers
• Electrical and Electronics Engineers
• Computer Engineers (Except Software Engineers and Designers)
• Information Systems Analysts and Consultants
• Database Analysts and Data Administrators
• Software Engineers and Designers
• Computer Programmers and Interactive Media Developers
• Web Designers and Developers
• Electrical and Electronics Engineering Technologists and Technicians
• Computer Network Technicians
• User Support Technicians
• Systems Testing Technicians
• Broadcast Technicians
• Graphic Designers and Illustrators

Under the Human Capital Priorities (HCP) stream, only eligible candidates who are in the Express Entry pool may be issued a NOI. A provincial nomination issued under this stream results in a candidate receiving 600 additional CRS points and an Invitation to Apply (ITA) for permanent residence in a subsequent draw from the Express Entry pool.

For candidates with ICT work experience and candidates with other work experience alike, the first step to getting a provincial nomination under the NCP stream of the OINP is to create an Express Entry profile. Only then may Ontario be aware that this particular individual wants to immigrate to Canada, specifically to the province of Ontario.

HCP Stream Criteria

To be eligible under the HCP stream, candidates must:


• Have a profile in the Express Entry pool with 400 or more CRS points
• Have a minimum level of work experience
• Must have at least one year of continuous and full-time employment experience
• Have a Canadian Bachelor’s, Master’s or PhD degree OR an Educational Credential Assessment (ECA) report produced by a designated organization indicating that their foreign education credential is equivalent to Canadian standards
• Demonstrate English or French language proficiency
• Indicate that they intend to reside in Ontario or “all provinces and territories”
• Possess sufficient funds to cover settlement costs in Ontario
• Meet the additional criteria under either the FSWC or CEC. Federal Skilled Trades Class candidates are not eligible under the HCP stream.
